IP2017 - Siebel Tools Crashes During IRM/full Repository Merge When Using a Non Unicode Oracle Database (Doc ID 2336309.1)

Symptoms


When attempting to run IRM or Full Upgrade to IP2017 using a NON UNICODE Oracle Database, the following error occurs.

ERROR

Siebel Tools crashes and the following pop up error message appears "Siebel Tools has stopped working". In some cases there are no crash files or the crash files has 0 KB.
If you are facing this scenario on a Windows server install DebugDiag utility and follow the guide lines from <Note 477737.1> to capture the dump file.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Run upgrep successfully
2. Run IRM or Merge (case of full upgrade) from Tools, it crashes. Crashes have been seen during WebTemplate and also during Business Service merge.
