Symptoms

ACTUAL BEHAVIOR
---------------
IP2017 > FRA Application (no ENU language installed) > Inspect changes on applet does not work correctly
When trying to inspect changes made on applet - and whatever the changes are - the applet does not display correctly.

EXPECTED BEHAVIOR
-----------------------
Changes should appear as created.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Open Siebel Tools > Workspace > Create Workspace
2.  Enter Workspace name and description, under Parent Workspace 'MAIN'
3.  Click OK
4.  Open Application
5.  Click Composer / Workspace Cube
6.  Check that the new Workspace is there [ Espaces de travail ]
7.  Click the new Workspace
8.  Click 'Open ' [ Ouvrir ]
9.  Click 'Inspect' [ Inspecter ] > UI is reloaded
10.Click 'Close' [ Fermer ]
11.Go to 'Clients' > bottom applet is opening OK > [ Détails personne physique ]
     From Help > about View:
     Screen: Contacts Screen
     View: All Contacts across Organizations
     BO: Contact
     Applets: Applet[0] Contact List Applet; Applet[1] Contact Form Applet
    BC: BusComp[0] Contact; BusComp[1] Contact;
12. Go back to Tools > open "Contact Form Applet"
13. Change the Title to: "Détails personne physique - test" > Save
14. Reload Application
15. Click Composer / Workspace Cube
16. Click the new Workspace [ from steps #2 and #7 ]
17. Click 'Open ' [ Ouvrir ]
18. Click 'Inspect' [ Inspecter ] > UI is reloaded
19. Click 'Close' [ Fermer ]
20. Go back to 'Clients' > bottom applet is not rendered properly
