IP 2017- Tools crashing during Repository Merge from 8.0

On 17.1 [IP2017] version, Upgrade from 188.8.131.52  version
When attempting to run Full Upgrade to IP2017 the following error occurs, causing Merge to fail:
Siebel Tools crashes and the following pop up error message appears "Siebel Tools has stopped working". In some cases there are no crash files or the crash files has 0 KB.
If you are facing this scenario on a Windows server install DebugDiag utility and follow the guide lines from Note 477737.1 to capture the dump file.
Top Call stack :
The issue can be reproduced at will with the following steps:
1. Run upgrep successfully
2. Run Repository merge (case of full upgrade) from Tools, it crashes. Crashes have been seen during Repository Integration Component Field BC and also during Applet Web Template Item.
