Siebel Anywhere: Repository File Upgrade Kits Genbscript Command should no longer contain LANG directory in IP16 and later (Doc ID 2341889.1)

Siebel Remote / Replication / Anywhere - on version: 16.13 [IP2016]

ACTUAL BEHAVIOR
---------------
In a Siebel Remote IP16 environment, while pushing new SRF changes via Siebel Anywhere Upgrade kit, the browser scripts are still automatically generated into Public\[LANG]\ folder.
But given the folder structure changes in 16.0 and later releases - this seems to be no longer correct.

EXPECTED BEHAVIOR

As confirmed in some earlier SR (by Config/Scripting team)- based on NOTE:2197607.1 and NOTE:2153512.1 - that destination folder now should no longer include that [LANG] specific part, as all scripts should be in Public:

i.e. - genbscript "ENU\uagent.cfg" c:\client\PUBLIC ENU

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a Siebel Anywhere upgrade kit of Siebel Client Repository File type;
2. Activate, Apply and Distribute that;
3. Test the deployment for a Remote or Dedicated Client user associated with that Upgrade Configuration and Component;
4. Once that completes, check the location where the browser scripts were generated.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Remote users cannot use those browser scripts deployed in the wrong location.
