IP2017 Update Installation Deletes Customized Files (Doc ID 2343363.1)

Symptoms

After applying Update on top of a existent IP17 (ex. 19.4 on top of 18.12, and others combinations) , custom .js files are being deleted from the path <SIEBEL_HOME>/<ApplicationInterface>/applicationcontainer/webapps/siebel/scripts/siebel/custom

The issue can be reproduced at will with the following steps:

- before applying Update, a test_folder and two test.js files have been created 

- if installing any Update first on AI and then on SES, entire Siebel folder under webapps is deleted (remaining path <SIEBEL_HOME>/<ApplicationInterface>/applicationcontainer/webapps)
- if installing first on SES and then on AI, only custom folder content is deleted, for all three patch sets
