Siebel IP2016: IRM Fails with license error SBL-DAT-00171 and invalid ID for BC error SBL-DEV-62279

Symptoms

On : 16.18 [IP2016] version, Upgrade

When attempting to run Incremental Repository Merge for upgrade from IP2013 to IP2016, IRM fails and following error occurs.

ERROR
-----------------------
SBL-DEV-62279: Error logging header due to error: An internal error has occurred due to an invalid definition for id business component. Please ask your systems administrator to check your application configuration.(SBL-DAT-00415)

STEPS
-----------------------
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Perform upgrep for upgrade from IP2013 to IP2016.
2. Make sure that the upgrep step is completed without issues.
3. Check to see if IRM runs without issues.

The issue has the following business impact:
Due to this issue, users cannot run IRM and this was causing a setback.
