On : 15.18 [IP2015] version, Client Functionality

ACTUAL BEHAVIOR
---------------
Fields mismatch in HI Application and Open UI(IP-15) Application after upgradation in vanilla applet

In vanilla form applet , there is mismatch of fields (Header, Footer, Check spelling) after upgradation to Open UI (IP-15)
and the configuration is same in HI and Open UI environment

EXPECTED BEHAVIOR
-----------------------
No mismatch of fields position in OpenUI and HI

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Upgrade from HI to OpenUI
2. Press F9 and see the OpenUI F9 applet
3. Notice that there is mismatch of fields position in OpenUI and HI

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot see F9 applet fields in same position as HI
