Siebel Prod Mode Upgrade is Failing with Error "ORA-01418: specified index does not exist" (Doc ID 2346210.1)

Symptoms

Dev mode upgrade is run with Ip17 PS2. Applied PS3 on test environment and copied generated schema files from Dev to Test and started prod mode upgrade. It iWhile running prod mode upgrade on test environment, it is failing with below error on PS3 applied environment.
