Symptoms

ISSUE

When attempting to initialize a local database with Siebel Tools and we are receiving the following error message in upgwiz.log:

ORA-12528: TNS:listener: all appropriate instances are blocking new connection

If we try the to connect with "SSD default instance" to server the result is OK.
