Tomcat And SMC Inaccessible After 17.3 Patch

Symptoms

After applying the 17.3 patch , the gateway service and AI (including enterprise) were restarted but Tomcat and SMC are no longer accessible with error as site cannot be reached . Both were accessible prior to applying the 17.3 patch.
