Siebel Remote : Login to Client Failing With Error ORA-01017: invalid username/password; logon denied (Doc ID 2348140.1)

Symptoms

The LOCAL XE database is initialized using Siebel Tools and that completed successfully and user is able to login .  However when attempting to connect to LOCAL_XE client the following error occurs:

SBL-SEC-10018: You have entered an invalid set of logon parameters. Please type in your logon parameters again.(SBL-DAT-00446)
ORA-01017: invalid username/password; logon denied

SBL-SEC-10007: The username or password you have entered is not correct. Enter your username and password again.

SBL-DAT-00569: The username or password you have entered is not correct. Enter your username and password again.
