Workspace Inspect Isn't Working (Failed Publishing Objects) (Doc ID 2351456.1)

When attempting to, use Inspect Function, users are getting error.
Created a new workspace and made some changes on a existent object (e.g. changed a caption for a control on "Account Home Search Virtual Form Applet")
If the user opens a workspace with the Siebel client and pushes the button Inspect and navigates to view that contains the changed object, the following error occurs.

SBL-DAT-00144: Could not find 'Applet' named 'Account Home Search Virtual Form Applet'. This object is inactive or nonexistent.
Failed Publishing Objects.....
SBL-DAT-00389: Type 'Prototype List Column' defined multiple times.
SBL-DEV-00467: Unable to find type for Business Component 'Repository Column'.

The issue can be reproduced at will with the following steps:
1. Create a new workspace.
2. Change caption for a control on Account Home Search Virtual Form Applet.
3. Using client open the workspace open the workspace.
4. Press the Inspect button and go to the view containing the changed object.
