IP2017 Migration Install Shows Blank for ORACLE_HOME in Install Wizard (Doc ID 2352708.1)

Symptoms

When installing IP 2017 as migration installation, it shows blank ORACLE_HOME, even though the Attachhome has been executed

STEPS

The issue can be reproduced at will by customer with the following steps:

1. run the module.exe as administrator

"module.exe -debug -silent -attachhome ORACLE_HOME_NAME=<Oracle Home Name> ORACLE_HOME=<Oracle Home Location>"

This is part of the Migration steps as documented at Installing Siebel Business Applications in a Migration Installation

2. invoke installer with setup.bat as administrator and select "Migration Install" option

3. Second screen of installer the ORACLE_HOME does not appear and cannot be selected or entered. Log shows "JRE missing in scratch path;" error

Checking the log file generated under user temp directory (Orainstall<timestamp>log), for example, C:\Users\Administrator\AppData\Local\Temp\2\OraInstall2018-09-18_03-30-04AM,  the error appears:
