Installing On New IP17 Gives Error Validation Failed. Review And Correct Security Profile (Doc ID 2352739.1)

Symptoms

On : 17.1 [IP2017] version, Installation

When attempting to install Siebel IP 2017 the the following error occurs when trying to Validate the Security Profile:

"Validation failed. Review and correct Security Profiles data."

The issue can be reproduced at will with the following steps:
1. Install the Siebel AI using ports: 9011, 9012, 9013
2. Install Gateway using ports: 9021, 9022, 9023 and TLS Port Number 9024
3. Installl Siebel Server, EAI Connector , Database Configuration Utilities using ports: 9031, 9032, 9033
4. Create JAVAW services for:Apache Tomcat 8.5 AI and Apache Tomcat 8.5 GW and Apache Tomcat 8.5 SES and start the services.
5. Navigate to https://<AI FQDN hostname>:9011/siebel/smc
6. Enter the HTTPS Port for the Gateway: <SES FQDN hostname>:9021
7. Create the Gateway Security Profile
8. After test it the pop up error show up:
Validation failed. Review and correct Security Profiles data.
