Oracle BI Publisher Server Installables For Siebel Reporting (Doc ID 2353747.1)

Goal

Using Siebel Loyalty IP 15 .12 Swedish version. Trying to run reports from Siebel for first time using Reports button on Accounts screen (Account List Report) and its not running.
Siebel 8.1 version onwards BI Publisher is required for reporting and don't have an installation of BI Publisher server anywhere.


1) Is it necessary to install BI Publisher server in the 1st place even for vanilla reporting?
2) Is there any other way to generate reports from Siebel without BI Publisher? (Want to generate reports of tables from Administration Application -> Tables).

3) Where to download standalone version of BI Publisher Server?
