Unable To Deploy An Additional Siebel Server Profile in IP17

When attempting to deploy an additional Siebel server profile, it just says deploy in progress but it doesn't complete.

Sievel server profile should be deployed successfully.

The issue can be reproduced at will with the following steps:
1. Log into Siebel Management Console (SMC)
2. Navigate Siebel Deployment
3. Click on + icon (Add)
4. Select Siebel Server
5. Enter the information required
6. Deploy Siebel server profile
