Communications Inbound Receiver (CommInboundRcvr) Is Consuming 90% Of CPU Time Most Of The Time

Symptoms

When attempting to process inbound emails we can see that the CommInboundRcvr component is spiking to pup 90% and creating large log files. In CommInboundRcvr the following error can be observed

The behavior happens every day, since the go live 3 month ago.  Why the CommInboundRcvr is consuming so much CPU? 

The inbound email is been processed with success most of the time, and there is no major complains from the end users about Email - Inbound activity records for the inbound email NOT been created. Everything seems to be running fine for Siebel Email Response module, but the high CPU usage by the email component is a concern.
