IP17- Prod Mode Upgrade is Failing with Error "ORA-01418: specified index does not exist'' (Doc ID 2358305.1)

Symptoms

When attempting to run production environment upgrade (upgrep and upgphys) the following error occurs while running (RUN_SQL_800) in file upg_data_afterseed.sql)


ORA-01418: specified index does not exist



The issue can be reproduced at will with the following steps:
1. Install IP 17 on Prod environment
2. apply PS 3
3. run Upgrade Siebel Database Schema (upgrep and upgphys)
4. failed with above error
