Problem using Siebel Cloning Utility in IP2016

When attempting to clone a siebsrvr, The source cloning ran fine. It shows it created the the zip file and exported the configuration. However when running the cloning on the target, it fails importing the configuration.

1. Run clone utility on source
2. Run clone utility on target
