Siebel License Key Activation utility - No Valid App Key Found In The DB error (Doc ID 2359084.1)

When attempting to activate license keys using the License Key Activation utility,
the following error occurs:

No valid app key found in the DB

The issue can be reproduced at will with the following steps:

1) Navigate to SIEBSRVR_ROOT\bin
2) Run the licensekeymodule.bat
3) Enter the valid data for the fields displayed
4) Click login
