IP2017 - "CAC Test VBC Service" BS errors after upgrade and full publish (Doc ID 2360029.1)

After upgrade and full publish application is showing server busy error and full publish log has lots of errors and other complications.

The issue can be reproduced at will with the following steps:
1. Performed upgrade.
2. Try to login to FINS OM


 Perform upgrade.
