Siebel IP2017: Call Center Application shows distorted login page post upgrade with DB and Custom Adapter Configuration

On : 17.2 [IP2017] version, System Admin

Siebel Call Center Application Login page should show up without any distortion post IP2017 upgrade.

When attempting to access Siebel application with DB/Custom adapter authentication, Siebel Call Center shows distorted login page.does not come up and the following error occurs.

The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Perform upgrade from IP2013 to IP2017 and make sure upgrep/IRM and upgphys is completed successfully.
2. Make sure migration installation is completed successfully.
3. Try to access application and check to see if application comes up.

The issue has the following business impact:
Due to this issue, users cannot bring up Siebel application and this was causing a setback.
