Siebel Campaign Launch Stays "In Progress" Status

Siebel Campaign Launch processing jobs gets stuck and wont send emails as the process stays in "In Progress" Status. Note that this behavior only occurs to campaign launch. The process gets stuck in the in progress state; and the process does not complete. We have restarted the ESD component, restarted the Siebel Service on the Marketing Server. We have restarted the Workflow Process Manager on one of the two application servers. Unfortunately, after doing all this the behavior isn't resolved.
All additional Campaign Launch process initiated after this issue are hanging. In addition, Log files identified in the GUI are not being created for campaigns that are stuck
Campaign Launch should complete with the Workflow Log files for the processes getting created based on the file numbers generated in the UI
