Alarm Popup Does Not Respect Locale Settings

Information in this document applies to any platform.
The alarm popup shows the event start and end time using a 24-hour format,
even if the user's locale is ENU (which uses a 12 hour AM/PM format)
Steps to Reproduce:
1. Log into Call Center ENU
2. Create a calendar meeting for 2:00 PM with an alarm on it that will fire before the meeting.
3. Wait for the alarm to popup
Expected Result: Meeting is at 5:30 PM
Actual Result: Meeting is at 17:30
