"ORA-01417: a table may be outer joined to at most one other table" Using Siebel LOCAL_XE With Oracle 11g

ISSUE STATEMENT:

When using Siebel Client connected to the LOCAL_XE database and navigating to the "All Accounts" view, an error occurs.

ERROR MESSAGE:

The error message that occurs with this issue is:

ObjMgrLog Error 1 000000025a7d06dc:0 2018-02-09 12:30:06 (oracon.cpp (3902)) SBL-DBC-00105: Error al ejecutar una instrucción SQL.
Si el problema persiste, continúe o solicite al administrador del sistema que verifique la configuración de la aplicación.

When running the offending SQL against the LOCAL_XE db instance which runs on Oracle 11g Express Edition, the following error occurs:

"ORA-01417: a table may be outer joined to at most one other table"

However, the same SQL statement runs fine when executed against Siebel server database which runs on Oracle Enterprise Edition 12c.

STEPS TO REPRODUCE:
---------------------------------
The behaviour occurs as follows:

1. Install Siebel Dedicated Client application and choose to install the Local DB option.

2. This installs the LOCAL DB software and creates a LOCAL_XE db instance using Oracle Database 11g Express Edition Release 11.2.0.2.0 - 64bit Production

3. Launch Siebel Dedicated Client application and choose to connect to the LOCAL_XE db instance.

4. Navigate to the "All Accounts" View, the reported error occurs.

LOSS OF FUNCTIONALITY / BUSINESS IMPACT:

Since the error occurs, the view is not displayed and user cannot see the data in the All Accounts view.
