On : 17.3 [IP2017] version, System Admin

When attempting to create a new automation test script
the following error occurs.

HTTP Internet exception during ? ? code ? (SBL-EAI-04116)

The issue can be reproduced at will with the following steps:
1. site map -> Release -> Test Scripts.
2. Create a test script.
3. Create a test step:
Sequence : 1
Description: LOGIN
Keyword: Launch
Component Alias : Siebel Loyalty
Clear Browser = Y
4. Attempt to save the record and notice the error HTTP Internet Exception during '<?>':'<?>', code:'<?>'(SBL-EAI-04116)

The issue has the following business impact:
Due to this issue, users cannot explore the new test automation functionality in IP2017 development environment.
