Product getting deleted in modify order after changing cardinality from 1 to 0 for a particular promotion

For a particular Promotion, an addon was getting added by default at the time of provision/migration. Default cardinality was set as 1 in the Relationship Domain.
as per new requirements, addon will be only eligible and not added by default. Cardinality was changed to 0. ideally, addon will remain active for existing customers. for new connections, CSR will have to manually select from the econfig. however, after changing the cardinality, when we are modifying existing assets, the addon is getting deleted.

addon product should not be deleted in case of modify order after changing the addon product cardinality from 1 to 0 under particular promotion

The issue can be reproduced at will with the following steps:
1. Create Promotion as below
Root Product(Min,Def,Max --> ,1,100)
Addon Product(Min,Def,Max --> ,1,100)
2. Create Order and add Promotion in line items
3. prepare assets
4. Change the addon product default cardinality from 1 to 0 under promotion
5. Place modify order from the created asset and see the addon product action code in modify order
