'DSMaxFetchArraySize' does not work for picklist in IP15

Symptoms
After upgrade to IP15, there was a performance issue when setting a field with a Picklist which had many records.
In OM logs it was retrieving more than 10000 records despite the setting of 'DSMaxFetchArraySize = 0'.
Changes
This was an upgraded environment from IP14 to IP15
