Symptoms

On : 17.4 [IP2017] version, Client Functionality

ACTUAL BEHAVIOR
---------------
In IP2017, Anonymous and Partner users are not able to view catalogs of type Buying, and type Partner, when landing on the portal home page.

EXPECTED BEHAVIOR
-----------------------
Anonymous and Partner users should be able to view catalogs on portal home page, as expected.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to Siebel Call Center Application

2. Create Buying type Catalog and add Category under the Catalog

3. Add Product under Category, make sure that all the products added under Master price list

4. Open and login to the Siebel application (IP2017) as an Anonymous or Partner user
5. Navigate to to Anonymous or Partner Portal Home Page (if not automatically redirected)
6. Products not visible under the Buying Catalog

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, anonymous and partner users are not able to view catalogs in IP2017.
