SSL Handshake Failed Error encountered after applying GSKit patch or version upgrade on IBM Directory Server

When attempting to access Siebel application with LDAP/SSL authentication with directory server, application is not accessible and the following error occurs.
GenericLog GenericError 1 000000125a331020:0 2017-12-15 02:29:06 (secmgr.cpp (2768) err=4597538 sys=0) SBL-SEC-10018: ldap_open failed
GenericLog GenericError 1 000000125a331020:0 2017-12-15 02:29:06 (secmgr.cpp (2840) err=4597521 sys=0) SBL-SEC-10001: An internal error has occurred within the authentication subsystem for the Siebel application. Please contact your system administrator for assistance.
The issue can be reproduced ONLY in customer environment at will with the following steps:
1. Upgrade GSKit on LDAP server from 220.127.116.11 to 18.104.22.168 or upgrade IBM Directory server from one version to another.
2. Check to see if the LDAP server is accessible from Siebel
3. Check to see if the certificates and SSL handshake is successful.
