IP2017 Siebel Enterprise Profile Deployment Fails Due to SBL-CSO-09027 Error (Doc ID 2369365.1)

Symptoms

On : 17.5 [IP2017] version, Installation

Siebel Enterprise profile deployment failed in IP2017, with following error:

The issue can be reproduced at will with the following steps:
1. Create enterprise profile
2. When deploying the Enterprise profile, the deployment fails
