Error Configuring IP 2017 with repimexp

Now I changed to 32bit version and was able to continue. A new error popup at repimexp step. Please see the error below;

/sia84/ses/siebsrvr/bin/repimexp /a I /G ENU /u sadmin /p ***** /c SiebelInstall_DSN /d siebel /r "Siebel Repository" /f /sia84/ses/dbsrvr/common/mstrep.dat /l /sia84/ses/siebsrvr/log/install/output/imprep_prim.log

Please verify that you have specified the correct Table Owner (siebel)
and you have select access to the S_APP_VER table.

Due to this issue, users cannot continue IP 2017 configuration/install.
