Siebel Open UI - ACCESSIBILITY - Global - Line-by-Line Reading Order Does Not Match Tabbing Order

Section 508 QA team, below is the recommended action.
Both the tabbing order and the line-by-line (linear) reading order need to be logical. Tab index is used to control the order that keyboard users tab to form elements on the Appeals Details form applet. However, when a screen reader user is listening to the applet line-by-line using the down arrow key, they hear the content announced out-of-order. For example, they hear content in the following order, Name, Last Name…..) from left to right which is actually supposed to be top to down.

EXPECTED BEHAVIOR

Tabbing order and the line-by-line (linear) reading order need to be logical

With JAWS:

1. The down arrow highlighted area move, but JAWS announce the first cell at the right before moving (horizontally)the highlight area (possible issue)
2. Tab works fine, following a vertical sequence 

Without JAWS

1. The down, left or right arrow wont move from the highlighted area at the first cell on the column.
2. Tab works fine, following a vertical sequence
