SSSE: Meeting Not Created When Time Zone Mapping Fails

The customer has reported that some users are unable to synchronize but others users are synchronized without issues. The following error message was captured in the PIMSIEng logs:
After further investigation, it was confirmed that the behavior occurs when user creates a meeting in an Exchange Time Zone that does not have a mapping to a Siebel time zone, the meeting does not sync inbound from Exchange.
