Qualifying Points From Loyalty Member Cannot Be Expired

Quality Points from Loyalty Member can be expired

At the end of the year (31-DEC-20XX) with need that the Qualifications Points be expired, but this type of points are no expired when 'expire points' are used

It is expected that the qualification points can be expired

The issue can be reproduced at will with the following steps:
- Create a transaction with qualifying points
- Navigate to Loyalty Members > Point Items
 - Highlight the transaction that was created and select 'expire points'
The customer saw that nothing occurred

The issue has the following business impact:
Due to this issue, users cannot expire points
