Symptoms
On : 17.4 [IP2017] version, Upgrade
When attempting to run Upgrade in non-dev environment
the following error occurs.

The issue can be reproduced at will with the following steps:
1. run upgrade in dev environment
2. regenerate schema.ddl to run non-dev upgrade
3. run non-dev upgrade, error is seen in the file ddlctl_indx1.log
