Unable To Start DISA Only For Certain User Machines In PROD (Doc ID 2376398.1)

Goal

We have issue with DISA, it stops working occasionally for our users.

DISA disappearing from the tray means DISA icon is not shown in the UI.

First happened in August 2017 some users could never start (same privileges), bulk of users they were able to start.

scenarios:
1. Windows start up, wide spread.
2. Open attachment through DISA, unable to launch but is able to download attachment. To open through DISA is the issue.

workaround: manually execute disa.exe for the user having the problem.
A few occasions even they couldn't start up DISA by manually executing disa.exe, they had to repeat a few times and eventually started DISA.

I would like to know from Oracle whether they have seen DISA.exe stopping for any other customers of theirs? And Why?
