On : 17.4 [IP2017] version, Upgrade

ACTUAL BEHAVIOR
---------------
The customer reported in their Siebel Portal application, when user clicks on Settings > Behavior applet > StartUp View field, the pick applet does not show custom views that were migrated from Siebel 8.0 in the list. However, a new custom view created in IP2017 does show up.
