Symptoms

Issue statement:
----------------------------
It is possible to login to SMC without issues. In fact the Enterprise and Siebel Servers were already migrated and deployed.
It is possible to create and deploy Migration Application, but it gives ORA-12505 in the migration.log when trying to login to Migration Application.

Steps to reproduce:
-----------------------------
1. Install IP2017
2. Configure SMC and deploy Siebel Servers, AI, Migration Application profiles
3. Try to login to Migration Application
4. In the migration.log file located under ai/applicationcontainer/logs directory profile log file the ORA-12505 error is found

2018-02-27 12:08:16,981 [DEBUG] - com.siebel.migration.server.MigrationDataComp:initConnection initConnection : Connect String : jdbc:oracle:thin:@dbhost-scan.acme.com:1521:dbinstance.acme.com UserName :SADMIN
2018-02-27 12:08:16,993 [FATAL] - com.siebel.migration.server.MigrationDataComp:initConnection Exception in DB Initialization java.sql.SQLException: Listener refused the connection with the following error:
ORA-12505, TNS:listener does not currently know of SID given in connect descriptor

2018-02-27 12:08:16,993 [ERROR] - com.siebel.migration.server.MigrationDataComp: Exception in MigrationDataComp java.sql.SQLException: Listener refused the connection with the following error:
ORA-12505, TNS:listener does not currently know of SID given in connect descriptor

Expected behavior:
----------------------------
Migration Application should authenticate the user as expected and no ORA-12505 should be found.
