Why Was 17.6 Pulled From My Oracle Support Available Patches

Information in this document applies to any platform.
Customer downloaded 17.6 a few weeks back and have installed it. They noticed last week that 17.6 is no longer available for download.
They are concerned and wondering if it has a serious bug.
Can you please advise why this patch was pulled off the market?
