In Siebel Tools 16.15, the customer was trying to do Parallel Development by using multiple workspace enabled repositories in their development DB. They experienced some delay when navigating in Siebel Tools. They also reported that Siebel Tools always hangs when there is only one record in screen view and a developer tried to navigate to the record under Screen > Screen Views.
