Marketing Job - Item Is Locked And Unable To Find Job Errors (SBL-EAI-04308) (Doc ID 2382955.1)

Symptoms

When running Campaign load, the following errors were occurring intermittently for a few Campaigns.
 
ERROR
-----------------------
1- From the Siebel side:  "Too much time may have expired since you generated or accessed this job."
From OBIEE side: Unable to find Job with Id "xxxx"

2- Item Locked: /system/mktgjob/nextjobid

3- Path not found (/system/mktgjob/job163824)


To reproduce the issue, start a Campaign Load:

1. Logon to Siebel and setup a Campaign with a Segment
2. Click in the "Load" button to stat Loading process
3. The task will end with the errors mentioned above

This scenario is based upon an upgrade of OBI 12C. If you have the same error in a newly installed 12C environment, please refer to doc id : Siebel Marketing Campaign Load Failed With "File system error with object: /system/mktgjob/job52330".(SBL-EAI-04308) (Doc ID 2677158.1)
