Siebel Components Are In Not-Online State In Siebel IP17 when having multiple languages (SBL-DAT-00360, SBL-OMS-00102) (Doc ID 2384857.1)

On : 17.0 [IP2017] version, System Admin

ACTUAL BEHAVIOR
---------------
Siebel Components are in Not-Online State in Vanilla Siebel IP17 Application


After setting up a vanilla Siebel IP2017 application, multiple siebel components (most of them are Batch Components) are in 'not-online' state and are not coming up.

ERRORS:

ObjMgrSRFLog Warning 2 000000045abc004a:0 2018-03-29 10:19:37 (objdef.cpp (14554)) SBL-DAT-00144: Could not find '<?>' named '<?>'. This object is inactive or nonexistent.
ObjMgrSRFLog Warning 2 000000045abc004a:0 2018-03-29 10:19:37 (objdef.cpp (3999)) SBL-DAT-00360: Business component 'Runtime Metadata Modified Objects Info' is not defined.

Please ask your systems administrator to check your application configuration.

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
1. Installed IP17 siebel version for DEU and ENU binaries

2. Installed database only for DEU language
3. Start application


Changes

 Installing DEU(Primary) + ENU ( additional ) languages, but preforming database installation to only DEU
