BIP-Siebel Integration fails with (301)Moved Permanently (Doc ID 2388497.1)

On : 12c version, Enterprise : Administration

When attempting to login to xmlpserver after setting security model to Siebel,
the following error occurs.

----------------------- (301)Moved Permanently

The issue can be reproduced at will with the following steps:
1. Navigate to http://webserver:9502/xmlpserver/login.jsp
2. Login in using Siebel credentials
3. Error occurs

The issue has the following business impact:
Due to this issue, users cannot log in to xmlpserver using Siebel Security model.
