Unable To Start SSA ID Api In SRBroker Log After Database Restore (Doc ID 2388886.1)

On : 16.12 [IP2016] version, System Admin

Siebel Server cannot be started after database refresh.

Siebel Server should start up fine even after doing a database refresh.

The issue can be reproduced at will with the following steps:
1. export the database from other environment
2. import the database
3. try to bring the siebel server up
4. SRBroker gets terminated due to "Unable to start SSA ID api"
