Siebel Tools is crashing after executing Database Configuration Wizard for Production database upgrade.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Place the custrep.dat and schema.ddl under dbsrvr\database_platform directory
2) Execute Database upgrade using Database Configuration Wizard
3) Choose Upgrade Database > Production > Upgrade Siebel Database Schema(upgrep + upgphys)
4) Fill all other prompts as required
5) Execute the upgrade to the end
6) Try to login to Siebel Tools connecting to the server
7) Siebel Tools crashes
