The issue can be reproduced at will with the following steps:
1. Start configuration wizard

2. Siebel Server Directory <Next>

3. RDBMS Platform <Next>

4. Import/Export Repository <Next>

5. Import Repository <Next>

6. import Custom Repository <Next>

7. Insert: ODBC Data Source <Next> Database user Name <Next> Database Pass AND Database Pass(Confirm) <Next>

8. Insert: Database Table Owner <Next> Database Table Owner Pass AND database Owner Pass (Confirm)

9. Insert: Import Repository Name <Name>

10. Insert: Repository File Name <Next>

11. Oracle Parallel Index <Next> Security Group ID / Grantee <Next> Log input Directory <Next> Select runupg option <Next> <Next> <OK>
