Parent object "Last Updated" and "Last Updated By" not updated in tools.

Problem Description

When child objects in tools are updated, the child object has its "Last Updated" and "Last Updated By" fields updated normally, but parent objects are no longer updated in this way (as in previous releases).

We need to do flat searches to figure out where the latest changes have been made. With the significant performance issues associated with IP17, this makes searching for recent changes impractical.
