Unable to Login to the Siebel Application Due to "Server Is Busy" Error After Deploying a New Siebel Server

Symptoms
When attempting to login to the application URL on DEV environment it is giving the following error even though the component is online.
No new component log files get created at the back end application server, and no new tasks are created for the object manager component in question.
The drop-down list of the available object managers for AI profile configuration don't get populated even after verifying the Siebel Server components are completely started (online/running).
Steps
1. Restart the Siebel Server
2. Wait for all processes to come online/running
3. Try to login to the application
4. The above mentioned error is observed
