Unable To Login To The Application Due To "Server Is Busy" Error After Deploying A New Siebel Server

On : 17.5 [IP2017] version, Installation
When attempting to login to the application URL on DEV environment it is giving the following error even though the component is online.
No new component log files get created at the back end application server, and no new tasks are created for the object manager component in question.
As another symptom, the drop-down list of the available object managers for AI profile configuration don't get populated even after verifying the Siebel Server components are completely started (online/running).
"The server you are trying to access is either busy or experiencing difficulties. Please close the Web browser, open a new browser window, and try logging in again.[07:18:48]"
The issue can be reproduced at will with the following steps:
1. Restart the Siebel Server
2. Wait for all processes to come online/running
3. Try to login to the application
