Synergy Theme Behavior for eDealer and eAutomative is different rendering

Symptoms

On :  16.18 [IP2016] version, Client Functionality

ACTUAL BEHAVIOR  
---------------
Synergy Theme behavior , Toolbar icon for site, Report is not in sync for users with two different application.


EXPECTED BEHAVIOR
-----------------------
as per standard behavior , theme UI display should be same across application for Toolbar icons.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Goto User Preference
2. Goto View _ Behavior
3. change Theme Synergy theme from drop for them field 4. logout and login back to application
5. test same using two different application

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users not able find same place for icons and UI navigation is different which is confusing for end user , it looks like icons is not getting displayed
